After years of hiding, Mojo Jojo replaced his old weak chimpanzee body to a more powerful bionic gorilla's to become MONDO JOJO! Unfortunately the years had not removed his knack for verbal redundancy.

Prior to Mojo's hiding, the inept Mayor of Townsville has finally been removed from office, to be replaced by Mayor Bradly- a former police officer. As part of his Cleanup policy, he required Prof. Utonium to release the formula Chemical X and introduced them to selected police officers of Townsville to become the ultimate fighting force TOUGH COPS. He also ordered the Powerpuff girls powers be removed, as to conform to the new law that "minors are not allowed to be involved in violent and dangerous activities until within legal age." In short, the PPG's must retain their normal lives until they reach 18 and then decide whether to go back being superheroes or not.

They decide to return when Mondo Jojo attacks Townsville with his giant robot that shoots Nega-X, his ultimate weapon against the Chemical X-powered Tough Cops. But for some strange reason, the girls are not affected, and Mondo Jojo wants to know why at all costs.
