The Rowdy Rough Teens is more appropriate. 10 years ago Mojo Jojo, upon hearing Mayor Radley's plan to launch his Tough Cops program, decided to hide his creations in three separate institutes on Earth, with the blonde Boomer in California, the redhead Brick in England, and the brunette Butch in Japan. Each boy's education is financed by Mojo and kept a close watch with his Mojo-bots. When the PPG's unusual mutation to Chemical X was made known, the now more powerful Mondo Jojo plans to launch his "upgraded" RRB's to collect the girl's mutant DNA/ChemX in their purest form: from their blood.
The RRB's are no longer the kids they knew then. Boomer developed his physical attributes and agility, but unfortunately gained California's famous surfer drawl (duuuuude!) and laid-back attitude. Brick is a strategic genius, trained in the arts of warfare strategy and games, thus becoming a genius schemer with high ambitions. Butch developed incredible insight which accurately predicts an opponents next move and is especially patient and focused.
